The Pledge Of Allegiance was recited.

The meeting was called to order by President, Roger Giallorati at 10am.

The minutes from the August 14, 2021 meeting were read. The minutes were approved as written.

TREASURER’S REPORT:

Roger presented the Treasurer’s report. The report was approved as written.

There is a question regarding the amount of the bill from Clarke Aquatic. There has been a substantial increase over last year’s cost. Jim and Roger will follow up for clarification.

NEW MEMBER ACTIVITY:

To date there are 204 members.

AQUATIC LIFE:

Lily pads were treated by Clarke Aquatic August 2nd.

There was discussion about gathering estimates from other lake weed treatment companies. Roger will follow up.

PARKS:

The play structure at Chickadee Park has been restained.

After next month’s meeting, the shelter house will be winterized.

Duane Reemer will provide an estimate for the excavation of the pickleball court(s). Kevin and Terry will coordinate scheduling with JoEllen Wright.

The survey for Woodbridge Rd. Park has been done. The survey shows encroachment by both neighbors. This is a real liability issue for the association. Roger is working on letters to send to all property owners encroaching on the parks owned by LDCA. Ms. Burger will review prior to mailing.

TRAILERS:

After todays meeting, Roger will survey non-compliant camper trailers. Ms. Burger is ready to schedule court dates for said camper trailer owners.

CALENDAR OF EVENTS:

There was consideration given to the furture of the annual picnic.

WELCOME COMMITTEE:

Nancy Bell has done a great job gathering information for the Welcome Packets. Packets will be given to new property owners of Lake Diane.

OLD BUSINESS:

There is no update on the road project.

There continues to be issue with non-lake fishermen utilizing the road ends of Pointe Dr. and East Diane Drive. Approximately six years ago, HCRC proposed abandonment the road ends at East Diane and Pointe Drives. In order to proceed the neighbors were consulted. Not all neighbors are in favor, so the proposal was scrapped.

NEW BUSINESS:

Kevin brought attention to the bay at View and Dale Drives that has a history of filling in due to property owners making beaches with filling sand. In 1965 the mouth of the bay was 65’ wide. Last week Rick’s Rockwall built a rock wall and backfilled the mouth of the bay with sand. It is now roughly 15’ wide, and the water is only knee deep. Approximately three years ago, the property owners of that bay paid to have the bay dredged. All of the work and money is now a waste. The DEQ will be referred to for inspection, then advisement.

At 11:20 Roger made a motion to adjourn. Kevin seconded the motion. A vote was taken and the meeting adjourned.

TREASURER’S REPORT:

Jim presented the Treasurer’s report. The report was approved as written.

NEW MEMBER ACTIVITY:

To date there are 204 members.

AQUATIC LIFE:

Clarke Aquatic has not sent the billing for the weed treatment. They did come back a third time to audit weeds, then treat areas that needed it. Lake Diane is scheduled for lily pad treatment in the fall. Jim noted that a firm date needs to be set.

We still do not have good word on whether a boaters safety class will be held for 2021. Kim will contact the USCGA for next year’s scheduling.

PARKS:

Woodbridge Park was surveyed. Neighbors on both sides have encroached. Roger will compose letters to be sent to the neighboring properties for both Woodbridge and Monte Carlo Parks requesting them to please remove their personal effects from the association parks for liability purposes. Delta Drive Park will be surveyed in the fall.

Kevin reported that the cost for the coating alone is $10,750 for the pickleball courts. That does not include excavation or asphalt. A concrete court was discussed.

TRAILERS:

There are six non-compliant trailers. Ms. Burger will be scheduling court dates.

CALENDAR OF EVENTS:

The turn-out for the family picnic was poor. The board discussed combining the picnic with a Toys For Tots event with live music and family activities.

NEW BUSINESS:

Approximately five years ago, HCRC proposed the abandonment of the roads at the shelter house park and Pointe Drive to the lake association. At the time, it was not a favorable option. Roger will follow-up to explore if this is still a possibility.

Lake weeds were re-treated July 7th. It appears as the treatment has been effective. Lake Diane is scheduled for lily pad treatment in the fall.

Michigan Lake and Stream posts all results of water testing for all who are interested in reviewing. Note that the last report showing is 2019. The reason for that is there was no testing for 2020 (due to budget restraints), and 2021 has not yet been completed. The website is: https://micorps.net/lake-monitoring/individual-lake-reports/

Kevin questions why the DNR cannot maintain the lake weeds at the public access on Woodbridge Rd.. Roger indicated that the state will not allow treatment at undeveloped shorelines. Roger will verify this information with Clarke Aquatic.

PARKS:

No new information on the prospect of pickleball courts at the shelter house park.

The play structure at shelter house park has been re-stained by Kathy Agrusa and Nancy Bell. Thank you!

Roger was approached by a potential buyer of the park at Delta Dr.. Brad Smith indicated that if one of the parks was sold, they all would be sold.

There was a discussion on the parks that have been surveyed, and the parks that need to be surveyed. Roger made a motion that the Woodbridge Rd. park be surveyed at a cost of no more than $800. Jerry seconded the motion. A vote was taken, and the motion passed unanimously.

The board discussed harvesting trees at both the Delta Drive park and Woodbridge Road parks.

TRAILERS:
